Todos los pacientes poseemos cuerpo, mente y espíritu y como ente único indivisible, poseemos voluntad, experiencias, capacidad de pensar y razonar; emociones, y diversos grados de educación.
All the patients possess body, mind and spirit and as indivisible unique entity, we possess will, experiences, capacity to think and to reason; move, and diverse education grades.
Los pacientes tenemos el derecho y el deber a tener acceso a una educación apropiada en cuestión de medicina oficial y medicinas tradicionales, al conocimiento apropiado de las ciencias medicinales tradicionales y modernas; y que a través de los principios naturales razonables, con sentido común, podamos lograr la capacitación del entendimiento científico, a través de la información verdadera y apropiada.
The patients, we have the right and the duty to have access to an education adapted in question of official medicine and traditional medicines, to the appropriate knowledge of the traditional and modern medicinal sciences; and that through the reasonable natural principles, with common sense, we can achieve the training of the scientific understanding through the true and appropriate information.
Los pacientes debemos ser tratados como entidades humanas, que tenemos capacidades mentales: de entender, aprender, razonar, con diversos grados de educación; que tenemos capacidades emocionales, como: amar, sentir alegría, dolor, sufrimiento, miedo, susto, espanto, terror, tristeza, melancolía, angustia, desesperación, experiencias emocionales de diversos grados; tenemos diversos grados de salud física mental, espiritual y discapacidades de diversa índole.
The patients should be treated as human entities that we have mental capacities: of understanding, to learn, to reason, with diverse education grades; that we have emotional capacities, as: to love, to feel happiness, pain, suffering, fear, fright, terror, sadness, melancholy, anguishes, desperation, emotional experiences of diverse grades; we have diverse grades of mental, spiritual physical health and incapacities of diverse nature.
Tenemos derecho a ser tratados humanitariamente y como personas cabales, tenemos el derecho a recibir una atención integral apropiada a nuestra necesidad individual, en salud física, mental y sobre todo de contención en cualquier tipo de medicina, sea oficial alópata occidental o tradicional.
We are entitled to be treated humanitarianly and like exact peoples, we are entitled the to receive an integral attention adapted to our individual necessity, in physical, mental health and mainly of spiritual contention in any medicine type, be official allopathic western or traditional.
Cada ser humano, como paciente, es libre de elección de la terapia y del terapeuta, sea éste renococido o no oficialmente por cada estado, porque es un derecho consuetudinario. El estado ni la justicia, tienen el derecho a intervenir en las decisiones individuales de cada paciente con respecto de la terapia y del terapeuta elegido; de lo contrario atenta en contra de las libertades y convicciones individuales.

Los pacientes estamos totalmente conscientes y aceptamos el concepto de la Bioética debidamente aplicada a la Acupuntura y las Medicinas Tradicionales, y los Códigos Antiguos de la Medicina China Tradicional; que basados en estos parámetros de aplicación deben ser respetados.

Los pacientes de Acupunturistas Tradicionales No-Médicos y especialistas de las Medicinas Tradicionales, que por Derecho de Elección y Consuetudinario; hemos venido atendiéndonos desde hace muchas décadas o cientos de años, con estas terapias y ciencias milenarias, en Occidente en la total a-legalidad. En las manos calificadas de los Acupunturistas No-Médicos y especialistas de las Medicinas Tradicionales, ha quedado demostrado en el bienestar de la salud física y mental; y que han sabido estabilizar, mantener y preservar.

¿Cómo se puede implementar el estudio de la acupuntura y las Medicinas Tradicionales a nivel universitario si no se tienen los conocimientos adecuados, ni se les ha transmitido el saber tradicional? mucho menos se prodria reglamentar con respecto a las hierbas medicinales, porque lo que se conoce por publicaciones es un conocimiento muy limitado del saber popular, rural y tradicional. Es por esto, que se hace imperioso incorporar a los especialistas tradicionales y a los poseedores del conocimiento popular y rural a los sistemas de salud nacionales para un trabajo mancomunado y democrático.

La Universidad es un lugar donde se obtiene y se enseña todo el conocimiento universal que existe. Que debe ser enseñado a todo el universo de personas que quieran adquirir conocimiento. Pero este concepto queda relegado a una mera retórica y muchas veces a una actitud chovinista de tener un conocimiento universal que no se tiene, o en la práctica no se tiene el conocimiento suficiente, ni se tiene la conciencia de no tenerlo.
The University is a place where it obtain and teaches the whole universal knowledge that exists that should be taught to all peoples, the universe of people that they want to acquire knowledge; but this concept is relegated to a mere rhetoric and many times to an attitude chauvinist of having an universal knowledge that one doesn’t have, or in the practiced it doesn’t have the enough knowledge, neither one has the conscience of not having it.
La existencia de la Federación Mundial de Sociedades de Acupuntura (WFAS) desempeña un papel fundamental en el desarrollo y difusión de la acupuntura en el mundo. Se puede decir que, es la asesora de la Organización Mundial de la Salud (OMS) en cuestiones de Acupuntura y Medicina China Tradicional. A través de su órgano de difusión, se presentan los reportes de las experiencias clínicas tradicionales, comprobaciones de las teorías antiguas, tradicionales y modernas, reportes de los trabajos de investigaciones de alto nivel de todo el mundo en cuestión de acupuntura, con la clara finalidad de difundir adecuadamente los conocimiento de la acupuntura y las medicinas tradicionales.
The existence of the World Federation of Societies of Acupuncture (WFAS), this Federation, plays a fundamental part in the development and diffusion of the acupuncture in the world. One can say, it is the one that advises to the World Health Organization (WHO) in questions of Acupuncture and Traditional Chinese Medicine. Through their diffusion organ of this Journal, the reports of the traditional clinical experiences are presented, confirmations of the theories old, traditional and modern, report from all over the world of the works of investigations of high level in acupuncture question, with the clear purpose of diffusing the knowledge of the acupuncture and the traditional medicines appropriately.
Los pacientes estamos seguros que los conocimientos de la acupuntura tradicional deben ser transmitidos por aquellos profesionales de la acupuntura tradicional, adiestrados y entrenados con los métodos científicos del paradigma y el razonamiento de la Medicina China Tradicional. No pueden ser obtenidos desde la autodidáctica, Los conocimiento de la Medicina Oficial Alopática Occidental no son los conocimiento adecuados ni suficierntes, para su aplicación, porque es un paradigma totalmente diferente. Lo único que se logra es la tergiversación del paradigma original, por tanto se estaría aplicando mal y somos los pacientes los que volvemos a sufrir las consecuencias.

Para poder legislar en cuestión de acupuntura y medicinas tradicionales, es necesario conocer del tema, así como tomar en cuenta las Resoluciones de la Organización Mundial de la Salud (OMS), tales como: la Declaración de Alma-Ata, la Declaración de Beijing, las Directrices sobre Capacitación Básica y Seguridad en la Acupuntura, las Estrategia de laOMS sobre Medicina Tradicional 2002-2005, etc.

En todas ellas, habla de dar reconocimiento e incorporar a los acupunturistas tradicionales y a los especialistas de las medicinas tradicionales de Pueblos Originales a los sistemas de salud nacionales de cada país, para lograr un trabajo en equipo interdisciplinario. Respetando los diferentes paradigmas, respetando los conocimientos tradicionales y la propiedad intelectual propios de cada grupo étnico, cultura y medicina tradicional en particular. Ayudar a sistematizar estos conocimiento tradicionales cuando no estén organizados y sistematizados; salvar los conocimientos y las culturas tradicionales de la extinción y que puedan ser transmitidos a futuras generaciones adecuadamente. Los pacientes tienen el derecho y el deber de participar en la implementación de los servicios de salud y de la atención misma.

Nuestros asociados, como pacientes, tememos y nos angustiamos quedar sin la atención que sólo los Acupunturistas No-Médico-Doctor y los Especialistas de las Medicinas Tradicionales nos han brindando, si se aprueba un Proyecto de Ley de las características, similares a los presentados en diversos países, en que se ha corporatizado la acupuntura y las medicinas tradicionales por determinados profesionales de la salud, aun no teniendo el conocimiento apropiado y la transmisión del conocimiento de las medicinas tradicionales; los Acupunturistas No-Médicos y los especialistas en Medicinas tradicionales han quedado en la ilegalidad absoluta, y los pacientes sin la atención que hemos venido recibiendo desde hace décadas o cientos de años para mejorar, estabilizar y mantener el estado saludable, tanto físico como mental y espiritual; eso incurre y ha incitado al abandono de personas, dejándonos desamparados.

Ante un proyecto que se supone desea contribuir a la salud, pero no sólo sigue avalando lo que no funciona y avala la falta del conocimiento tradicional, real y verdadero; sino que coarta y excluye a los Acupunturistas Tradicionales No-Médicos y especialistas de las Medicinas Tradicionales.

Por eso, es necesario recomendar a los países miembros de la OMS, a abrir un Registro para que todos los acupunturistas y especialistas de las Medicinas Tradicionales sean inscritos, sobre todo ayudar a los pueblos originarios a acopiar sus conocimiento medicinales ancestrales, para que sean transmitidos a las generaciones de los más jóvenes, organizar a los diversos especialistas de las medicinas tradicionales, para que estructuren sus conocimientos, estudios y materias correspondientes, con la finalidad de elevar las capacidades profesionales y de prestación; asegurando que estos profesionales no médicos tengan mejor capacidad en las prestaciones de su materia y que los pacientes puedan recibir la apropiada atención en materia de salud física, mental y espiritual. Se lograría que las medicinas tradicionales, de acuerdo a las diversas regiones y pueblos originarios del mundo, muchas de ellas en plena extinción; puedan ser salvadas como legado de esos pueblos, un conocimiento tradicional que beneficie a toda la humanidad. Dejando de lado los mezquinos intereses de corporaciones y conglomerados económicos, que sólo aportan la aceleración en la desaparición y extinción de los conocimiento tradicionales.
For that reason, it is necessary to recommend to the countries members of the OMS, to open a Registration so that all the acupuncturists and specialists of the Traditional Medicines are inscribed, mainly to help to the peoples natives to gather their ancestral medicinal knowledge, so that they are transmitted to the generations of the youngest, to organize the diverse specialists of the traditional medicines, so that they structure their knowledge, studies and corresponding matters, with the purpose of elevating the professional capacities and of benefit; assuring that these professionals have better capacity in the benefits of their matter and that the patients can receive the appropriate attention as regards physical, mental and spiritual health. It would be achieved that the traditional medicines, according to the diverse regions and peoples natives of the world, many of them in full extinction; they can be saved as legacy of those peoples, a traditional knowledge that benefits the whole humanity. Leaving aside the mean persons interests of corporations and economic conglomerates that only contribute the acceleration in the disappearance and extinction of the traditional knowledge.
El mundo entero añora, el Espíritu Democrático Pluralista, con ello el progreso y desarrollo de estas ciencias nobles y milenarias como es la acupuntura y las medicinas tradicionales, que debe estar al servicio no del corporativismo, sino de la humanidad en su totalidad y de cada hombre en particular.

Aplicar la acupuntura como paliativo en contra del dolor, es sólo una apreciación parcial y bastante equivocada en cuanto a la aplicación de la acupuntura como tal. Debe ser aplicada apropiadamente por Acupunturistas Tradicionales. Tampoco deben aplicarla sólo como herramienta, para tratar síntomas de una enfermedad, porque es otra apreciación parcial y equivocada, que a veces produce reacciones adversas, por la falta del conocimiento apropiado y tradicional y no contemplar al hombre en su totalidad...

La atención rígida e inadecuada a que somos sometidos los pacientes, al ser atendidos en los servicios de salud, tanto por los médicos como por otros profesionales de la salud; deberían ser más amables y dar contención, ser más flexibles para ganarse la confianza del paciente, pues los pacientes en la mayoría de las veces siente temor de hablar o de contarle sus problemas debido al trato inadecuado y al mal humor que los especialistas médicos le dan al paciente; que, muchas veces creen estar con el derecho –de reprender con una actitud arrogante y con subestimación del paciente-.
The rigid and inadequate attention to that we are subjected the patients, when being assisted in the services of health, as much for the doctors as for other professionals of the health; they should be kinder and to give contention, to be more flexible to be won the patient’s trust, because the patients in most of the times feel fear of speaking or of counting him their problems due to the inadequate treatment and to the bad humor that the medical specialists give to the patient; that, many times believe to be with the right -Of reprehending with an arrogant attitude and with patient’s underestimate -.
Los pacientes nucleados en nuestra institución, nesesitamos ser tratados con medicinas que posean el humanismo necesario o no ser tratados como meros pacientes codificados por un lado; por el otro, con el conocimiento y las herramientas del paradigma adecuado para ser tratados. Estamos seguros que las prácticas atroces, mutiladoras y mucho de los medicamentos de síntesis químicas que se utilizan son potencialmente venenos y deben ser abolidos. Estamos seguros en un periodo no mayor a cincuenta años, lo inadecuado y lo que no es efectivo, lo que no dé respuestas y las terapias no apropiadas a los pacientes individualmente deberá ser abolida.
The rooted patients in our institution, we need to be treated with medicines that possess the necessary humanism or not to be treated as mere patients coded on one hand; for the other one, with the knowledge and the tools of the appropriate paradigm to be treated. We are sure that the atrocious practices, mutilators and much of the medications of chemical synthesis that they are used are potentially poisons and they should be abolished. We are sure in one period not bigger to fifty years, the inadequate thing and what is not effective, what doesn’t give answers and the non appropriate therapies individually to the patients will be abolished.
Los pacientes no queremos ser tratados, ni ser sometidos al consumo de medicamentos de síntesis química como pruebas, comprobaciones o experimentaciones científicas protocolizadas que pongan en riesgo nuestra salud física, mental y espiritual.
The patients don’t want to be treated, neither to be subjected to the consumption of medications of chemical synthesis as tests, confirmations or protocolized scientific experimentations that they put in risk our physical, mental and spiritual health.
Los Proyectos de Leyes, que dejen relegada a la acupuntura tradicional y／o las medicinas tradicionales a un curso de postgrado de la medicina alopática occidental, o sólo como acto médico e incorporado a su programa de estudio, atenta contra las libertades individuales y las tradiciones ancestrales. La Acupuntura, es una ciencia noble y milenaria; es un legado del Pueblo y Nación China a la humanidad entera, ¡Así debe entenderse, nadie debe pretender lo contrario!, mucho menos, ser relegada a unos pocos profesionales de la salud, ni ser exclusivo de alguna clase social de buen poder adquisitivo.
The Projects of Laws that ir leave relegated to the traditional acupuncture and／or the traditional medicines to a course of graduate degree of the medicine western allopathic, or only as medical and incorporate act to their study program, attentive against the individual freedoms and the ancestral traditions. The Acupuncture, is a noble and millennial science; it is a legacy of the people and Nation China to the whole humanity, this way should understand, nobody should seek the opposite!, much less, to be relegated some few professionals of the health, neither to be exclusive of some social class of good purchasing power.
Al inicio de esta centuria, la humanidad ha hecho cierta evolución en cuanto a la toma de conciencia: con el medio ambiente, con el problema ecológico, la ablación de órganos como recurso de la medicina mercantilista, los fragelos de las guerras e invasiones que son promovidas por determinados estados; en otras palabras poco a poco se ha tomado conciencia y se impone por sí misma la conciencia del humanitarismo socializado y más equitativo entre la humanidad; aunque muchos estados están distantes de lograrlo.
To the beginning of this century, the humanity has made certain evolution as for the taking of conscience: with the environment, with the ecological problem, the blacerations of organs like resource of the mercantilist medicine, the flagellum of the wars and invasions that are promoted by certain states; in other words little by little it has taken conscience and it is imposed by itself the conscience of the socialized humanitarianism and more equal among the humanity; although many states are distant of achieving it.
Los Estados deben hacer participes a las ONGs como fuerzas democráticas cuyos objetivos sociales sean la planificación de la salud. También deben responder a los reclamos realizados por los paciente en lo referido a falencias y fallas en los diversos sistemas de salud de cada país se podrán implementar políticas más adecuadas y acertadas. The States should make participate to the ONGs, as the democratic forces whose social objectives are the planning of the health, they should also understand that listening the patients of the misstatement and flaws of the diverse systems of health of each country will be been able to implement more appropriate and guessed right politicians. En este texto de “Declaración Universal de Pacientes”, se ha tratado de plasmar la mayor cantidad de apreciaciones y opiniones de los socios-pacientes de nuestra institución, dejando la hipocrecia de lado, diciendo las verdades libre y abiertamente, porque es la única manera de evolucionar en cuestión de salud y desemmascarar lo que va en contra de lo razonable.
In this text of “Universal Declaration of Patient”, it has been to capture the biggest quantity in appreciations and opinions of the partner-patient ones of our institution, leaving side the hypocrisy, saying the truths liberates and openly, because it is the only way that to evolve in question of health and let expose what goes against the reasonable thing.
